A bill to amend title XVIII of the Social Security Act for the purpose of including community mental health centers among the entities which may be qualified providers of service for medicare purposes.

Amends title XVIII (Medicare) of the Social Security Act to include services by a community mental health center among the benefits provided under such title for up to: (1) 25 outpatient visits per year; and (2) 60 partial hospitalization visits per year.

Stipulates that in determining the 190-day limit on inpatient psychiatric hospital services under the Medicare program, one day shall be included for every three partial hospitalization visits to a community mental health center.

Sets forth the conditions and limitations on payments for community mental health center services.
