Amends title XI (General Provisions and Professional Standards Review) of the Social Security Act to prohibit any payment to any State under titles: (1) IV, part A (Aid to Families with Dependent Children); (2) VI (Services to the Aged, Blind and Disabled); or (3) XIX (Medicaid) unless the law of the State prohibits any public utility company or other person from disconnecting or terminating the supply of electricity, gas, or other power to any private residence, because of the nonpayment of charges or for any other reason, unless the State or local agencies responsible for the administration of the State's or social security programs has been notified by such company or person of its intention to disconnect or terminate such supply and has been given at least 30 days in which to investigate the matter and to take such steps as may be necessary to protect the occupants of such residence from any suffering or hardship which might result from such disconnection or termination.
