A bill to amend the Federal Water Pollution Control Act to provide grants for the costs of operation and maintenance of waste treatment works.

Amends the Federal Water Pollution Control Act to authorize grants to any State, municipality, intermunicipal, or interstate agency to assist in paying the cost of operating and maintaining a publicly owned treatment works if: (1) such works were constructed with a grant made under such Act; (2) such works provide at least secondary treatment; (3) the cost of providing such secondary treatment in any fiscal year is more than twice the cost incurred during the last fiscal year the applicant provided such area with primary treatment only; and (4) such cost is due in whole or in part to the implementation of any international agreement.
