Amends the Act reauthorizing the Central Valley project to include those portions of Yolo County within the boundaries of the Colusa County, Dunnigan, and Yolo-Zamora water districts within the service area for the Sacramento Valley Canals, California.
Sets forth provisions to be included in any agricultural water service contract entered into by the Secretary of the Interior with the Yolo-Zamora Water District for such service area concerning: (1) the rate for water service; (2) water supply reductions during dry years; and (3) the prohibition against irrigation of specified lands.
Exempts the lands within the Imperial Irrigation District of California from specified provisions of the Federal reclamation laws after the date of enactment of this Act.
