A bill to amend the Shipping Act, 1916, to promote trade stability and independent action in foreign ocean-borne commerce of the United States.
Liner Shipping Improvement Act - Amends the Shipping Act, 1916, to limit the number of sailings a common carrier by water in foreign commerce which is not a party to an agreement filed with the Federal Maritime Commission may provide or participate in within a 12-month period.
Requires carriers covered by this Act to engage the services of an independent neutral body to police compliance with obligations incurred or agreements made under this Act.
Stipulates that any agreement made pursuant to this Act shall not prevent any carrier bound thereby from taking independent action on matters of rates and charges, required to be filed in tariffs, if certain administrative procedures are followed.
