A bill to amend the Controlled Substances Act to provide mandatory minimum sentences for certain drug offenses.

Amends the Controlled Substances Act to provide mandatory minimum sentences for anyone who: (1) manufactures, distributes, or dispenses a schedule I or II narcotic drug or a counterfeit thereof; (2) possesses such drug with the intent to manufacture, distribute, or dispense; or (3) attempts or conspires to commit such offenses.

Prohibits a defendant charged with such offenses from: (1) entering a plea of guilty to a lesser charge; or (2) being covered by any provisions of the Federal Youth Corrections Act.
