A bill to provide for the establishment of a United States Liaison Office in the Republic of China and a Republic of China Liaison Office in the United States.

Authorizes the President to establish and maintain permanent liaison offices with the Republic of China. Directs the President to extend diplomatic privileges and immunities to the Republic of China's liaison office in the United States and to its members.
