A bill to amend title 28 of the United States Code to make certain changes in the divisions within the Northern District of Ohio.

Increases from two to three the number of divisions within the Northern District of Ohio. Requires each division to have at least one active judge sitting full time and at least one additional active judge sitting at least half time, unless an alternative assignment is authorized which will result in an equitable allocation of caseloads among the district judges.
