A bill to amend title III of the Public Health Service Act to provide financial assistance to States for their meeting the costs of certain medical care and services provided to undocumented resident aliens.

Amends title III of the Public Health Service Act (General Powers and Duties of Public Health Service) to provide grants to States to assist them in providing certain medical assistance to undocumented resident aliens.

Sets forth guidelines for such grants concerning applications and payments.

Establishes criminal penalties for willful or knowing false statements made in such grant applications.
