Amends the Federal Water Pollution Control Act to change from mandatory to discretionary the assessment of civil penalties by the Secretary of the department in which the Coast Guard is operating against owners or operators of vessels, onshore facilities, or offshore facilities from which oil or hazardous substances are illegally discharged.
