A bill to amend title 38, United States Code, to provide educational benefits, on a prorated basis, to children and spouses of veterans having permanent service-connected disabilities rated at not less than 80 per centum, and for other purposes.

Provides educational benefits, on a prorated basis, to spouses and children of veterans having a permanent service-connected disability rated at not less than 80 percent but less than total or who died having such a disability.

Increases the rates of special training allowances for eligible survivors and dependents.
