A bill to create a public works program for the purpose of reducing unemployment.
Public Works Employment Act of 1979 - Directs the President or his delegate to prepare a comprehensive program of public works to make grants to States to aid the financing of any public works project included in the program and to develop a formula for determining the Federal contribution to each such project based in part on national, State, and local unemployment rates.
Requires that contractors or subcontractors for such projects agree that no less than 20 percent of the employees shall be unskilled low-income individuals who require additional training and related assistance to secure and hold meaningful employment.
