Provides that the United States shall pay reasonable litigation costs, including attorney fees in a Federal criminal case, to any defendant: (1) who is not convicted after trial; (2) whose prosecution is dismissed with prejudice; or (3) whose conviction is ultimately vitiated, unless such vitiation is by a pardon on grounds other than innocence.
