A bill for the relief of Julious Killingsworth.

Authorizes the consideration of specified claims of a named individual against the United States by the General Accounting Office (GAO). Declares that such individual shall have appellate access to the Court of Claims and Federal district court in regard to such claim if denied by the GAO.
