A bill to amend the Tank Vessel Act in order to establish certain minimum construction safety standards for tank barges.

Amends the Tank Vessel Act, differentiating the minimum safety standards required for the design, construction, alteration, and repair of self-propelled and non-self-propelled vessels covered by such Act.

Requires such non-self-propelled vessels to be equipped with full double hulls.
