Amends the Shipping Act, 1916, to expand the jurisdiction of the Federal Maritime Commission to include complaints against shippers, consignors, and consignees. Makes such shippers, consignors, and consignees subject to the rates and charges specified in applicable tariffs on file with the Commission for the transport of property by water.
