A bill to increase the amount of privately owned land eligible to receive irrigation water under the Federal reclamation laws, and remove Federal subsidies from water delivered to excess lands, and for other purposes.

Enlarges the acreage limitation under Federal reclamation laws to 480 acres of class 1 land or its equivalent. Defines "equivalent" for purposes of this Act.

Includes interest in the amount of construction charges that must be paid before excess lands shall carry the right to receive water.

Authorizes the Secretary of the Interior to amend existing contracts to conform to the provisions of this Act.
