A bill to amend the Small Business Act to establish a regulatory clearing house in the branch and regional offices of the Small Business Administration in order to provide information and technical assistance with respect to Federal regulations having a significant impact on small business.

Amends the Small Business Act to direct the Administrator of the Small Business Administration to review and analyze proposed and final regulations of Federal agencies and departments which have or could have a significant impact on small business. Establishes a regulatory clearinghouse in each regional office of the Administration to provide information and technical assistance to small business concerns with respect to such regulations.
