Provides that a person who lost his American citizenship as a result of disapproval of or opposition to the United States' military involvement in Indochina shall have such citizenship restored upon petition to any district court by such person or his legal representative.
Exempts such persons from a provision of the Immigration and Nationality Act making persons ineligible for a visa and admission to the United States because of evasion of military service.
