A bill to amend chapter 30, title 28, United States Code, so as to place certain restrictions on the exercise of contempt powers by the United States Bankruptcy Court.

Prohibits a judge of the United States Bankruptcy Court from punishing a civil contempt in an environmental dispute involving an officer or employee of a State or local government where such person is exercising good faith discretion in an official capacity.
