Requires the appropriate Federal, State, or local authorities to take and keep on record fingerprints of any individual convicted or adjudicated under laws permitting noncriminal treatment due to the age of the offender, for the commission of an act which would be a criminal offense if committed by an older individual.
Prohibits the withholding of information relating to an individual's juvenile record from a subsequent criminal trial, if such record relates to an offense which would have been a crime if committed by an adult.
