A bill to provide an opportunity to individuals to make financial contributions, in connection with the payment of their Federal income tax, for the advancement of the arts and the humanities.

Permits taxpayers to designate on their income tax returns whether they wish to contribute any portion of their income tax refund or make any additional contribution to the National Endowment for the Arts or the National Endowment for the Humanities, or equal amounts to both. Directs the Secretary of the Treasury to amend income tax return forms to provide a notice to taxpayers of their option to contribute.

Directs the transfer of funds raised by this Act to the Endowments on a quarterly basis and treats such funds as donations received pursuant to the National Foundation on the Arts and the Humanities Act of 1965. Prohibits the use of such funds to meet administrative expenses.
