A bill to amend the Occupational Safety and Health Act of 1970 to provide that the Administrator of the Small Business Administration may render on-site consultation and advice to certain small business employers to assist such employers in providing safe and healthful working conditions for their employees.

Amends the Occupational Safety and Health Act of 1970 to authorize the Administrator of the Small Business Administration to provide worksite safety consultation to any employer of not more than 25 employees upon such employer's written request.

States that such worksite consultation shall not be construed as an inspection or investigation under such Act.

Directs the Administrator to provide such employer and the Secretary of Labor with written notification if specified serious violations are discovered during such worksite consultation.
