Restricts the quantity of shrimp imported from any foreign country during 1979 and 1980 to the average annual quantity of shrimp from such country entered during 1971, 1972, and 1973. Directs the Secretary of Commerce to compute and certify to the Secretary of the Treasury the amounts which may be entered.
Amends the Tariff Schedules of the United States to impose a duty on imported shrimp.
