Amends the Federal Railroad Safety Act of 1970 to direct the Secretary of Transportation to issue regulations and standards requiring that the windows in the locomotive and rear car of all passenger, freight, and commuter trains be bulletproof and to require that such cars be equipped with temperature controlling equipment.
