A bill to provide for the regulation of State Presidential primary elections.
National Primary Election Act of 1979 - Sets forth requirements for State Presidential primary elections with respect to (1) dates of such elections, (2) eligibility of a political party for a separate ballot, (3) eligibility of voters, (4) scope of voter choice, (5) allocation of delegates at nominating conventions, and (6) selection of convention delegates.
Specifies alternative procedures for obtaining placement on primary ballots, one through designation by the Federal Election Commission, the other through filing petitions with all States holding a primary on a given date.
