A bill to provide that certain funds which may be available for programs relating to the health effects of smoking shall be redirected for research on any potentially harmful properties of tobacco, and for other purposes.

Conditions the use of funds by the Department of Health, Education, and Welfare during fiscal years 1979 and 1980 for any activity relating to the health effects of smoking, on the conduct of such activity during the period from October 1, 1977, through January 10, 1978.

Limits the amount of such funds during each of the fiscal years 1979 and 1980 to the amount requested for such activities before October 1, 1977, for expenditure by the Department in fiscal year 1978.

Requires that appropriations for any program on the health effects of smoking announced by the Secretary of HEW after January 10, 1978, be obligated for research to identify the potentially harmful properties of tobacco and their effect on human health.
