A joint resolution proposing an amendment to the Constitution of the United States relating to the busing or involuntary assignment of students.

Constitutional Amendment - Forbids: (1) any executive agency from issuing a regulation or committing an act not directly authorized by the Congress, under its delegated powers including anything regarding busing; and (2) any United States court from taking any action legislating a new program or type of affirmative action, including busing, not specifically provided for by the Congress.
