A joint resolution proposing an amendment to the Constitution of the United States relative to the balancing of the budget.

Constitutional Amendment - Directs the Congress to estimate the total Federal revenues and outlays at the beginning of each fiscal year and then limit authorizations for such year to insure a balanced budget. Requires any deficit to be made up within the following two fiscal years.
