Appropriates additional funds for the food stamp program for fiscal year 1980. Directs the Department of Agriculture to study and report to Congress by January 15, 1981 on the impact and advisability of including in income for eligibility purposes deferred-payment educational loans, grants, fellowships, scholarships, specified veteran's educational benefits, and all housing subsidies.
Requires the Secretary of Agriculture to make a determination on the need to direct State agencies to reduce the value of allotments to be issued to certified households so as not to exceed that appropriations' ceiling of $9,191,000,000 for fiscal year 1980.
