A joint resolution disapproving and invalidating regulations of the Department of Housing and Urban Development concerning the Section 8 Housing Assistance Payments Program for New Construction, and for other purposes.

Disapproves and invalidates the final rule of the Department of Housing and Urban Development entitled "Section 8 Housing Assistance Payments Program for New Construction.

Directs the Secretary of Housing and Urban Development to carry out a further revision of such rule by providing extended public participation and further evaluation and consideration for potentially adverse impact. Directs the Secretary to report to the Congress, not later than 90 days after the approval of this resolution by the President, the results and findings of public participation along with proposed revisions to the final rule.
