A joint resolution proposing an amendment to the Constitution of the United States which prohibits the Congress from making any law which causes the total amount of money expended by the United States in any fiscal year to exceed the total amount of revenue of the United States received during that fiscal year.
Constitutional Amendment - Balanced Budget Amendment - Prohibits total Federal expenditures from exceeding total receipts. Authorizes suspension of such prohibition for a congressional term in time of war or national emergency upon the concurrence of three-fourths of the Members of both Houses of Congress.
