Constitutional Amendment - Prohibits compelling a student to attend a public school located outside his or her school district for reasons of race, color, or national origin.
Requires school districts to be established to: (1) preserve the neighborhood school concept; but (2) not deny any student an equal educational opportunity as guaranteed under the U.S. Constitution.
