Constitutional Amendment - Increases to four years the term of office for Members of the House of Representatives. Allows for staggered terms of office for Members of the House.
States that no person may be elected as a Representative for more than three consecutive terms, nor a Senator for more than two consecutive six year terms.
Directs that in order for a Representative with more than one year remaining in his or her term to be elected as a Senator such person must have submitted a resignation as Representative, to be effective no later than noon of the first January 3 occurring after the date of the election.
