Constitutional Amendment - Declares the term "person," with respect to due process and equal protection, applicable to human beings irrespective of age, health, function or condition of dependency, including the unborn. Prohibits abortion except when a reasonable medical certainty exists that continuation of the pregnancy would result in the death of the mother. Requires the person performing the abortion to make every reasonable effort to preserve the life of any unborn person.
