Expresses the sense of Congress that the U.S. Ambassador to the United Nations seek the formation of a permanent international commission to study international terrorism. Expresses the sense of Congress that the President should: (1) seek to establish an international convention providing aviation sanctions against countries tolerating unlawful acts against civil aviation; (2) seek strict compliance with the Convention for the Suppression of Unlawful Seizure of Aircraft; and (3) seek an international convention to provide for the prevention and punishment of the taking of hostages.
