A concurrent resolution expressing the sense of the Congress that the United States Postal Service and the Postal Rate Commission should take such action as may be necessary to establish a special "Citizen's Rate" for domestic first-class mail that affords individual nonbusiness mail users a reduced domestic first-class mail rate.
