Calls for a special International Criminal Court to try persons accused of acts of international terrorism which are proscribed by international conventions. Urges the President to direct the Department of State to seek the negotiation of a treaty under the auspices of the United Nations for such purpose. Requests the President to report to Congress by December 31, 1981, on progress made in such negotiation.
