A concurrent resolution expressing the sense of the Congress that the President should establish a temporary commission to evaluate damage caused by the oil spill resulting from the blowout of the oil well known as Ixtoc I, situated near the coast of Mexico, and should enter into negotiations to establish an international agreement applicable to determining liability, and obtaining compensation, for environmental damage caused by oil spills at sea.

Expresses the sense of Congress that the President should establish a temporary commission to evaluate the damage caused by the oilspill in the Bay of Campeche, Mexico, and disseminate information regarding actions to minimize the harmful effects, and information regarding the availability of financial assistance. Declares that the President should negotiate an international agreement regarding liability and compensation for damage caused by oilspills. Asks the President to report to Congress annually regarding actions taken pursuant to this resolution.
