Requires that the Congressional Record for the Senate contain an accurate and verbatim account of remarks actually delivered on the floor together with permitted supporting data. Limits revisions of remarks in the Congressional Record to the correction of grammatical and typographical errors which do not change the meaning, content, or substance of those remarks. Entitles Senators to insert in the Record remarks not actually delivered on the floor.
Directs that such insertions be clearly distinguishable from verbatim remarks.
