Amends rule XXII of the Standing Rules of the Senate to allow a motion that no nongermane amendments be added to a bill or resolution that has been pending for three or more hours on each of two or more calendar days.
Requires that on the next meeting following the day on which such a motion was made, upon the ascertainment that a quorum is present, a yea-and-nay vote be taken. States that an affirmative vote by two-thirds of the Senators present and voting shall carry the motion.
