Amends rule V of the Standing Rules of the Senate to direct the Presiding Officer to count the Senators present to determine the presence of a quorum during cloture proceedings in the event of a question raised as to the presence of a quorum.
Specifies the rule to be followed if the Presiding Officer determines that a quorum is not present.
