A resolution expressing the sense of the Senate with respect to the compliance of the Soviet Union with the provisions on human rights of the Final Act of the Conference on Security and Cooperation in Europe, also known as the Helsinki Accords.

Expresses the sense of the Senate that the President should, until the Soviet Union demonstrates its willingness to comply with the Helsinki Accords: (1) begin an effort to suspend scientific and cultural exchanges with the Soviet Union; (2) reevaluate United States participation in the Helsinki Accords; and (3) suspend SALT talks with the Soviet Union.
