A resolution expressing the sense of the Senate with respect to the transmittal to the Senate of legislation proposed by the President to implement the Panama Canal Treaty.

Declares it the sense of the Senate that the President should transmit to the Senate such legislation as the President may propose to implement the Panama Canal Treaty, prior to the final Senate vote on the Treaty ratification resolution.
