Declares that the President should direct the United States negotiators for the International Wheat Conference and the Multilateral Trade Negotiations, and the Secretary of Agriculture, the Secretary of State, and the Special Representative for Trade Negotiations, to set as their goals the expansion of United States agricultural markets abroad and the increase in prices of United States agricultural exports to levels sufficient to assure, for United States farmers, fair and reasonable return on those exports.
