Resolution to amend the Standing Rules of the Senate to require committees to report on the legality of new or revised executive branch rules, regulations, and guidelines, to create a Special Counsel to the Senate.

Amends Rule XXIX of the Standing Rules of the Senate to require Senate committees to report on the legality of new or revised executive branch rules, regulations, or standards.

Creates an Office of Special Counsel to the Senate to publish such reports.
