Calls upon the President to prohibit the export of military and police equipment to Uganda, to prohibit approval of any visa application of any official or employee of Uganda for military or police training, and to instruct the United States Ambassador to the United Nations to submit a resolution for a mandatory arms embargo against Uganda.
