A Resolution relating to confirmation responsibility of the Senate.

Establishes in the Senate the Office on Nominations to assist the Senate in its confirmation of nominees for executive branch departments and agencies, independent regulatory commissions, and the United States courts.

Title I: Senate Office on Nominations - Declares that the Office shall be headed by a Director whose term of office shall be two years.

Sets forth the procedure to be followed by the Office in investigating nominations for specified positions requiring the advice and consent of the Senate.

Requires the Director to review certain investigative reports submitted by the President indicating the reasons for the selection of a particular nominee.

Title II: Standards for Confirmation - Amends rule 38 of the Standing Rules of the Senate to set forth standards for the confirmation of Presidential nominees.
