Declares it the sense of the Senate that the Secretary of the Treasury study specified Government retirement systems using the dynamic assumptions basis to determine the extent of the present and future unfunded liability, the method of financing, and the necessary actions which will insure the solvency of each system. Requires the Secretary to report the results of such study and his recommendations to Congress not later than December 20, 1979. Includes within the Scope of such study the retirement system under the Social Securtiy Act, and systems for Federal employees and officials, for employees of the Tennessee Valley Authority, and for specified employees of the District of Columbia.
