Establishes the Office of Deputy President Pro Tempore of the Senate. States that any member of the Senate who has held the Office of President or Vice President of the United States shall be a Deputy President pro tempore. Fixes the compensation for the employees of the President pro tempore and the Deputy President pro tempore.
Allows the Secretary of the Conference of the Majority and the Secretary of the Conference of the Minority to appoint two staff assistants in each office and fixes the compensation of such assistants.
